Show UNITED STATES INDIAN FIELD SERVICE . Elmo, Colorado, July 7, 1923 Commissioner of Indian Affairs, Washington, D. C. Sir: As stated in a previous letter to the Office I have completed the surveys for the allotments to be made to the Posey Band of Utes and Paiutes in Allen Canyon, near Blanding. Not all the heads of family that have filed on public land are able to show settlement. The Paiutes have as their cheif object in life a desire to avoid work, it is therefore desirable that a farmer be appointed as soon as may be who should be instructed to assist these people and keep them at work so that at the end of two years they will be able to show that they have complied with the regulations in the matter of settlement. Another step that should be taken in the interest of these people is the filing of water rights in Allen Canyon Cottonwood Creek and Hammond Canyon. There is sufficient water for their purposes but should it be filed on by some white settler their allotments would be of little value to them. I recommend that either Superintendent McKean or myself be instructed in this matter. There will be some expense in connection with., the filing and advertising. These Posey Utes and Paiutes are still feeling unkindly towards all whitemen, they wanted an Indian Reservation in Allen Canyon and it was only with great difficulty that I induced them to sign allotment applications.
