Dear Mr. Stacher: I have your letter of April 16th in which you complain that one of our Navajos, White Horse," has been up to the same tricks" again. I do not know just what White Horse was accused of prior to this, but I presume you have reference to the trouble that occured between some of our Navajos and the Utes about two years ago. You state that you have taken the matter up with the Superintendent, Mr. E. E. McKean, but that you have heard nothing from him. Perhaps Mr. McKean has not yet had time to reply to you. At any rate I am sending him a copy of this letter in order that he may know about your complaint, and I shall ascertain from our stockman, Mr. Mangum, whether or not he knows anything concerning this trouble. I shall ask him to make a tentative investigation and a full report to me. You Utes and Navajos in that section of the country must learn to get along. Your homes are side by side and your grazing grounds also overlap occasionally, but because one man is a Ute and the other a Navajo is no reason why you should hold any grudges against each other. If we find that our Navajos are encroaching upon your territory, we shall see to it that it is stopped, and I am sure that Mr. McKean will treat the Utes in the same way.
