Description The purpose of this study was to develop and validate an instrument that could be used by nonexperts of Concept-Oriented Reading Instruction (CORI) to measure fidelity of implementation of CORI in upper elementary school and middle school classrooms. One junior high school teacher and two high school teachers viewed 10 digital video discs (DVDs) of upper elementary school and middle school CORI instruction on two separate occasions. For each viewing, the teachers completed the CORI-Fidelity of Implementation (CORI-FOI). The data analysis consisted of analyzing the content validity and calculating coefficients for test-retest and interrater reliability. The experts agreed that the CORI-FOI has sufficient content validity. The overall test-retest reliability score for the CORI-FOI was .78, and the overall interrater reliability score was .76. The results of the data analysis suggest that the CORI-FOI is both reliable and valid.
