Dear Sir: In compliance with your instructions an investigation has been made relative to the report by Mr. A. H. Spencer, of Bluff, Utah, that someone was giving the Indians whiskey and intoxicating beverages in that neighborhood; and I am enclosing for your information- the report of E.Z. Black, district agent located at Blanding, which is self-explanatory. In case, any whiskey has been given to the Indians the situation is not such as to cause any alarm. I expect personally to visit this neighborhood in the next three or four weeks. Mr. Black is on his guard, and if any further violations of the law are found, the facts will be reported promptly, to the U. S. attorney or such other authorities as may be available.
