Description Since the Soviet Union exploded its first nuclear bomb in 1949 and went on to develop its own strategic nuclear arsenal, the United States' nuclear policy has become one of deterrence based upon the threat of second-strike nuclear retaliation. The safest position has been seen in mutual deterrence where neither side could expect to launch a successful first-strike without facing complete nuclear devastation by the opponent's surviving weapons.
