Davisson Commanding General White Sands Missile Range White Sands, New Mexico 88002 1. This letter is to commend you for outstanding performance in the management and operation of the national missile range. The visit to White Sands Missile Range (WSMR) of the Assistant Director of Defense Research and Engineering (Ranges and Space Ground Support) in April 1969, and the recently completed FY 70 apportionment review , for the Office of the Director of Defense Research and Engineering have resulted in continuing favorable comments concerning the management and operation of WSMR. In an .'austere environment with respect to both manpower and funds, the range has been accomplishing an increasing amount of work despite a declining work force and a relatively fixed budget. The quality of support rendered to range users is demonstrated by the fact that there have been no instances of range-user complaints brought to the attention of Headquarters, Department of the. Army, or the Office of the Secretary of Defense. Timeliness qf support, is evidenced by the fact that the average elapsed time from missile flight to delivery of data reports to range users has been reduced to eight working days. 2. Significant accomplishments have been noted in many areas of effort. Some specific examples are as follows: a. The continued progress of the overland flight program in support of ATHENA and PERSHING attests to the success of the WSMR community relations and missile flight safety programs. b. Improvements in the area of financial and contract administration are evident by the reduction in unobligated carryovers and management procedures now being used for contract preparation. c. The recent successful assumption of responsibility for operation of the ARPA Measurements Radar (AMRAD) has contributed substantially to Army relations with the Office of the Secretary of Defense with respect to support of strategic ballistic offensive and defensive missile programs. 3. Please accept my expression of appreciation for the outstanding manner in which you have performed your duties as National Range Commander and sincere commendation for a job well done. A. W.
