Description We may measure Spanish democracy on three levels: mechanisms of participation, government institutions. and the structure of the state. The fourth section of this study will focus on the Constitution and democratic institutions. Which institutions facilitate popular sovereignty? Which institutions limit the voice of the people by imposing individual will on the government without the consent of the governed? The fifth chapter treats the issue of participation. What guarantees do the Spanish Constitution provide for the inclusion of aU members of society in the political system? What are the roles of Spanish political parties in facilitating democratic participation?
