Show May 11, 1923 MEMORANDUM FOR EDUCATION DIVISION. Mr. Garber: The attached report from Superintendent McKean of Consolidated Ute Agency regarding Indians in San Juan County, Utah, is referred to your Division for consideration. It is observed that the report deals largelybwith conditions under which these Indians are now living and their needs administratively and educationally. The question for immediate consideration and action seems t o be the designation of an official head to have supervision of the two bands which are widely separated, and Mr. Meritt has endorsed this on the fourth page of McKean's report. The next feature in importance seems to be that of obtaining suitable sites for two day schools. As we cannot withdraw land for such purposes fon the public domain- or in a national forest) without Congressional authority, and as we have no funds available to purchase such sites, one of two things is necessary: 1. Obtain an appropriation from Congress for funds sufficient to buy privately owned land, or ( 2) obtain a temporary withdrawal order from the President of the lands needed, and Congressional action later. The allotment situation - is being handled in this Division on Simington's report (57069- 23). A letter has been prepared to the Department of Agriculture requesting that steps be taken to eliminate certain areas from the national forest now occupied and needed for these Indians.
