Show Western Union September 12, 1918. Buckskin Charlie Through Supt. Supt. Southern Ute, Ignacio, Colorado. Your telegram suggesting council relative registration your people. See my telegram ninth. Registration must be com- pleted by September twelfth. Not sufficient time to hold council here. Law requires all men including Indians be- tween eighteen and forty-six to register. Failure to do so will cause trouble for your people and forfeiture under law of valuable rights. Suggest Indians comply with Pres- ident's wishes.
