Dear Mr. Welsh: The receipt is acknowledged of your telegram of March 22, concerning General Hugh L. Scott's offer to settle Ute difficulty peacefully, which is receiving our careful attention. Superintendent McKean of the Consolidated Ute Agency of Ignacio, Colorado, has gone to Blanding, Utah, and a telegram has been received from him in which he reports that he is working in conjunction with United States Marshal Ward and that the situation appears to be well in hand.
