Dr. Ball discusses deference to military necessity as the greatest influence in the Supreme Court decision-making process regarding the constitutional issues of Japanese-American relocation in 1942, as well as the adoption of constitutional dictatorship during times of war with the understanding there will be a return to status quo at the end of the conflict.
