Nightingale Memorial Library was opened (the first free-standing library on campus). He also served as a member of the Advisory Committee for the Utah Council for Higher Education.

William Fredrick Arbogast was born on August 6, 1906, in Pueblo, Colorado to William Theodore and Lottie Druscilla (nee Larson) Arbogast. Fred's sister Margaret was born in 1909, also in Pueblo, Colorado. By the time his sister Mable was born (in 1923) the family had moved to Salt Lake City, Utah. A member of the 1926 Junior College Class of Westminster College, he received a B.S. from the University of Utah, an M.S. from the University of Denver, and an Ed.D. from the University of Utah. Dr. Arbogast's religious affiliation was with the Methodist Church. At age 24, he married Edna Domgaard on November 26, 1930 in Salina, Sevier County, Utah. She was born in Manti, Utah

Before serving as President of Westminster College, Arbogast was a teacher at and a principal of numerous elementary, middle, and high schools in the Salt Lake area, including East High School (from 1952-1956) and Highland High School. Upon his resignation as President of Westminster College in 1968, he served as director of Federal Government Programs for Westminster College. In 1970, Arbogast received an honorary degree (Doctor of Letters) from Westminster College at the Summer Commencement. Arbogast House (at the southwest corner of 1200 East and 1700 South on the campus) was named for President Arbogast. He died July 9, 1984 at age 77.
