Under our current form of government, all development is governed by requirements and standards. Traditionally, regulations are intended to produce preferred outcomes by protecting the health, safety, and welfare of the community that enacted them. Whether dealing with building heights, land uses, road widths, or standards for construction, government-imposed regulations are meant to serve the interests of the "public". These interests are so complex, however, that we often see government regulation interfering with what may actually be best for a community. Systems within a community are increasingly interconnected, which results in both positive and negative impacts to these systems when any new development occurs. |
