Exhibit #43, CLA Final Report.In light of the fact that Iraq's population likely will shift significantly in the period between elections and to avoid the possibility of a legislature that consistently changes in size, we have suggested to the Constitutional Review Committee (CRC) that the Constitution not tie the total number of representatives to actual population figures. Instead, we recommended that the Constitution establish a fixed number of seats which could be apportioned among the various governorates based on the most reliable data available.
