Exhibit #55, CLA Final Report. Out-of-Country Voting (OCV) for eligible Iraqis resident abroad was conducted for the January and December 2005 national elections. However, in the December election, Iraqis abroad were eligible to cast ballots for only the "national" seats because of their lack of residential linkage to a governorate. For similar reasons there was no OCV for the October referendum because ballots were tabulated on a governorate basis and the same lack of residential linkage prevented such balloting in that election. Introducing OCV for the January 2010 Council of Representatives election will face similar residential issues if some seats are designated on a governorate basis. |
