This report covers the three weeks from April 2, 2009 to April 23, 2009. This period coincides with the first three weeks of the permanent presence in Baghdad of Vincent M. Battle, who has the lead responsibility for the anti-corruption portfolio. He will be the only resident advisor on anti-corruption until a new colleague, Kirsti Samuels, arrives June 1, 2009. This period has been characterized by the challenges of settling in at Utah House in Baghdad: buying basic equipment, badging, including receipt of a Common Access Card (CAC), issued by the U.S. military, finding the way around, and receiving security briefing. It is also a period of establishing relationships among the American anti-corruption community as well as among Iraqi stakeholders in the anti-corruption field. The three-week period also saw work on the Anti-corruption piece of the work plan. Still required for the work plan are an inventory of activities with a timeline, and the names of individuals to be included in the international advisory group that we will put together. |
