Eccles, Chairman of the Board of Governors of the Federal Reserve System, at a meeting of National Industrial Conference Board held in New York City on November 28, 1940. Accompanied by two drafts of the speech (23 pages each) and a statement dated December 4, 1940, releasing the full text of the speech in order to counter "the incorrect and misleading accounts which appeared in several newspapers." Also a list of recipients of copies of the speech. A major detail in the speech related to a $2.5 billion loan to the British government to support their defense during World War II. |
