Marshall -- Our past is the nation's future -- The Majority of lands in Uintah County are federally administered public lands. Since the first settlers came to the county, the construction and use of roadways across these public lands has been of the utmost importance for access to private property and the development of natural resources. In Uintah County, R.S. 2477 rights-of-way have formed the basis for a system of county roadways that have become the roads our constituents use to travel to and from home and work. Contrary to recent media reports, these lands are not mere footpaths or two tracks, they are well built and maintained roads that are traveled daily by farmers, ranchers, resource developers and recreationists. Recognition of these R.S. 2477 rights-of-way will not result in the construction of new roads. Interior Secretary Babbitt's instructions to the Bureau of Land management (BLM) regarding R.S. 2477 would devaste the economy of Uintah County by placing an unreasonable burden-of-proof on the County, and by denying access to the County's natural resources. Uintah County disagrees with Secretary Babbitts instructions and believes that any policy of the BLM with regard to R.S. 2477 should be consistent with this long established law. --- County Building, 152 East 100 North, Vernal, Utah, 84078
