Description This document serves to support the efforts of SLC Neighbors for More Neighbors, which is a program for the Utah Center for Civic Improvement (UCCI), in implementing changes to Salt Lake City's Accessory Dwelling Unit (ADU) rules. The city council recently approved these changes to make it easier for residents to build ADUs on their property, increasing the number of ADUs in the city, and promoting the creation of more affordable housing. The goal of the project is to develop a policy for pre-authorized design programs and submit it to the city to build a website for pre- approved ADU designs. This report is informed by research and analysis of the local economic context, including factors such as demographics, industry trends, and competitive analysis of states like California and Portland. It considers the potential implementation challenges and recommends strategies for addressing them. The project includes a literature review, analysis of relevant data or case studies, suitability analysis, and recommendations for open houses preparing for future action. The project is done in a case study and comparative analysis format and the strategies suggested are then presented as stakeholder analysis. The market analysis of the current housing situation and housing demand projection are also included in the project. It includes a clear set of goals, metrics for measuring progress, and a timeline for implementation. This project is intended to serve three main objectives and hence can be divided into three main parts. The first main objective of the project is to inform the public about all the information related to ADUs in Salt Lake City. Hence, the first half of this report is a documentation of information necessary to create a web-based story map that showcases all the necessary land use, housing information, and data required to demonstrate the type of missing middle housing options that would result from the proposed Salt Lake City's Affordable Housing incentives. This includes an existing base map that showcases the current housing scenarios, the updated status of ADUs, scoping plots where ADUs can be built, data, and additional information regarding each plot, budget, and typology type. Additionally, the second objective of this project is to assist the SLC Neighbors for More Neighbors team in hosting community engagement in the Spring. This project aims to achieve this objective through data-intensive suitability analysis conducted in R. The outcomes of this research resulted in the identification of targeted areas which will be suggested as intentional locations to host open houses and community engagement in the second stage of implementation of this project. Lastly, one of the objectives of this project is also to develop financing strategies for Accessory Dwelling Units in Salt Lake City for affordable and sustainable solutions to the current housing crisis. At the end of this report, the recommendation part also serves as a proposal for a new economic development strategy that addresses a specific challenge related to the lack of affordable housing faced by Salt Lake City.
