A review of the tax expenditure budget: Its history, current use and future

There are numerous forms of governmental budgeting procedures used to improve control and increase understanding regarding the source and distribution of revenue. The Tax Expenditure Budget is such a budget procedure. It is specifically aimed at calculating tax expenditures. That is, it attempts to determine the amount forgone by a governmental body due to preferences such as exemptions, exclusions and deductions which allow taxpayers to pay less than the "normal" rate.
