There are numerous forms of governmental budgeting procedures used to improve control and increase understanding regarding the source and distribution of revenue. The Tax Expenditure Budget is such a budget procedure. It is specifically aimed at calculating tax expenditures. That is, it attempts to determine the amount forgone by a governmental body due to preferences such as exemptions, exclusions and deductions which allow taxpayers to pay less than the "normal" rate. |
