It was named for John Wesley Powell, the explorer-geologist-conservationist who led the first expeditions through the canyons of the Colorado. Recreation development is a continuing process. The National Park Service, which administers the recreation area, is constructing temporary and permanent facilities in an orderly program as the lake rises, as visitor demand increases, and as funds permit. Concessioners in the area are on contract with the National Park Service.
