It is proposed that there be a mechanism to allow government to operate more closely toward a business model by simulating a business's operations. This "simulated bridge" would be the creation of an entirely new entity inserted between the public and private enterprise. It would act as a mediator, or facilitator, between the two. Such an entity could be called a "facilitation entity" (or FE), operating as a non-profit. |
