This article describes the existence and structure of Ute governance before the arrival of the Mormons. Walker also describes relations between the Utes and other tribes, and relations between the Utes and early Mormon settlers. Palmer emphasizes the need to recognize Ute history and honor it by granting the Utes access to hunting and fishing grounds.
