While election observation can be viewed as an essential element in a transitional electoral process, there is currently no established or ad hoc bilateral or multi-lateral group expressing interest in observing the Iraqi parliamentary elections or other upcoming electoral events. It is the intent of this paper to put forward an operational concept for international election observation in Iraq. |
