Description The intention of this thesis was to show that problems of environmental externalities, better known as pollution, are not technical or scientific problems but ethical problems. Modem society has the technical capability to solve most externalities; however, the manner in which these problems should be resolved is difficult. Methodology cannot be separated from ideology. Various solutions to externalities are formulated from philosophical foundations, and each philosophical foundation has ethical ramifications.
