The problem of campaigning in the modern electoral system is the topic of this paper. The thesis is that there are inhibiting factors which prohibit effective access and participation in the system. To analyze the problems and solutions, this paper has four components. The first is a definition of the problem. The second is a historical outline of electoral reform. The third is a summary of modern attempts at reform (1971-1979) and the final component is an attempt at modifying discrepancies by creating provisions of change. |
