He attended the U.S. Naval Academy and served as a naval aviator for six years. He received a master's degree from the University of New Hampshire and a PH.D. in government from Cornell University, specializing in Latin American studies and international politics and law. In his five years as president of the University of Utah, research funding at the school has grown to more than $173 million, an all-time high.
