Targeted Killing and the Law: Who is a Legitimate Target and When is the Target Legitimate?

Amos Guiora is Professor of Law and Co-Director of the Center for Global Justice at the S.J. Quinney College of Law, University of Utah, and a Research Fellow at the International Institute of Counter-Terrorism in Herzliya, Israel. This essay is based on a lecture delivered on October 29, 2013 as part of FPRI's Stanley and Arlene Ginsburg Lecture Series, hosted and cosponsored by the National Liberty Museum in Philadelphia.
