Some of these problems are deep but are not unique to the nuclear era: Under what conditions-if indeed any at all-may one human being justifiably take another's life? Other problems, while not uniquely caused by nuclear weapons, are raised to a level of probability and scope never before seen. Genocide is an international crime which carries with it no conceivable justification or mitigation.
