Description Historical Site Analysis The Complete Rehabilitation for Adaptive Reuse Alternative would be excellent in terms of historic value. The buildings would remain in place, be stabilized and restored, and the historic value would be enhanced and retained. The cost in dollars for this alternative would be very prohibitive at approximately $894,908 just for the restoration/rehabilitation work alone. Even if this alternative were actualized, the facility would not be suitable for needed function and use. Due to the CCC Camp structures size and configuration, as well as, the layout of the buildings on the property, use by either the PRWUA, or Reclamation would not be viable. The choice of this alternative would mean that PRWUA would have to move and the cost of replacement property would again be factored in at $522,836. Total cost for this alternative would be approximately $1,417,744. The Complete Rehabilitation Alternative would be beneficial for preservation values, but public enjoyment and education would not be possible. Reclamation needs to keep this acreage serviceable, and even though full use of the property would be impossible because of the size and placement of the buildings, the compound would still be used for limited storage and kept locked to protect government equipment. It would not be accessible to the public. The Exchange of Property Alternative would be fair in terms of historic value. If either the force account or drilling crew moved onto the property, many of the historic CCC Camp buildings would have to be removed to make room for large equipment and machinery. Thus many of the buildings would be gone, and large machinery would become a more or less permanent addition to the property. This would damage the setting and character of the complex. The cost in dollars for this alternative would be approximately $53,500 or more to move either of the crews onto the CCC Camp property. Removal of some of the buildings would involve at least a portion of $175,000, depending on which building would have to be demolished to make room for equipment storage. Rehabilitation, at least to remedial standards for fire, structure and safety, would again cost some portion of $139,840, depending on the number and conditions found in those buildings which were retained. In addition, PRWUA would have added costs of approximately $20,000 to move to an adjacent property. Benefit to the public for historic enjoyment and education from what would be left of the CCC Camp structures would be negligible since the compound would have to remain fenced, locked, and inaccessible to the public in order to protect government equipment and property. The Moving One Building to a Park for Adaptive Reuse Alternative would mean the total loss of all but one of the historic CCC Camp buildings.
