Over the past several weeks, we have explored the conceptual and practical weaknesses of efforts to combat corruption. Problems of conception, definition, measurement, theory, and practice all make effective reform less likely. The identification of obstacles alone, however, would be unresponsive to the considerable challenge of anti-corruption reform. This concluding essay in the series sketches some novel directions forward on legal, theoretical, and political levels of reform.
