Exhibit #20 and #29, CLA Final Report. You have asked me to determine whether there is any validity to the Oil Ministry's claim in a letter dated August 24, 2009, that Section 7(9)(2) of the PPL, entitling a provincial council to remove a senior official, does not apply to the Diyala Oil Products Directorate DG by virtue of the General Company Law. I conclude that the Oil Ministry's contention is difficult to understand, but to the extent that it is comprehensible, it does not appear to have very much merit. |
