From its inception, and based on observation of the Iraqi legislative process, CLA has focused in on both the internal institutional processes of each of the legislative stream entities, including and particularly the Council of Representatives (CoR), as well as the inter-institutional process among and between these entities. Both the form, content and process of law-making reflected a need for a re-examined and reformed, intra and inter-institutional drafting, tracking and management system that integrates the theory and method of current, internationally accepted legislative practice with restructured legislative process mapping and current Information Technology. |
