They were exhausted from a year and a half of hard physical and psychological work. Now,in 1980, their effort shows on the national level, but on that morning, they wondered what else they could have done. The four had a common goal: Education for severely handicapped children. Three had experienced the difficulty within their families. Janet Taggart's daughter, Naida, was turned away from a neighborhood school because she had been brain damaged at birth.
