Show Mr. Herbert P. Robinson, Supervising Engineer. Dear Mr. Robinson: Reference is made to your telegram of May 12, 1924, advising that Supt. McKean, of the Consolidated Utes, made four filings on waters within the Allen Canon and has asked you to pay for the cost of publication amounting to $60.00, as he has no funds available. The filings in question were made on behalf of Indians who are being allotted on the public domain under the fourth section of the General Allotment Act as amended. In view of this, it will be necessary for the Indians themselves to pay the filing fees in question. The Southern Ute fund mentioned by you is not available for this purpose. In fact, there are no Irrigation funds that are available for payment of filing fees on water applications filed in the State Engineer's office on behalf of fourth section allottees. You are requested, therefore, to advise the Superintendent that it will be necessary for the Indians to pay this fee. In the event the Indians are not financially able to pay the fee at this time, the Superintendent may consider the advisability of loaning fron the reimbursable industrial fund sufficient sum under reimbursable agreements, providing he has any such funds available.
